The Government of the Kingdom of Lesotho has received financing from the African Development Fund toward the cost of the Institutional Support to the Enhancement of public Financial Management Project (ISEP), and intends to apply part of the agreed amount for this grants to payments to under the contract for consultancy services to assist the Public Procurement Advisory Department (PPAD) with the Annual Procurement Compliance and Performance Review Report.

 

The mandate of the Public Procurement Advisory Department is leading implementation of procurement reforms under the Public Financial Management reform Action Plan (PFMRAP).The component aims at installing effective public procurement systems that offer high level of transparency, accountability and value for money in the execution of procurement plans/budget, and objectively solving public procurement disputes. The objective of the consultancy services is to undertake a compliance and performance review of the public procurement process and practices in government Ministries and Agencies. This will examine effectiveness of the public procurement process, and compliance of the procurement practice with the country’s procurement and public financial management rules and regulations.

 

The government of the Kingdom of Lesotho through the Ministry of Finance now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services including brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification.

 

Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the African Development Bank Rules and Procedures for the use of Consultants, May 2008 Edition, revised July 2012, which is available on the Bank’s website at http://www.afbd.og.
