Bidders are Invited to Drill and Blast Seng-Setala Rural Road



The Ministry of Local Government and Chieftainship (MoLGC) – Maseru District Council has received funds from the Government of Lesotho and intends to apply these funds for drilling and blasting at Seng-Setala Rural Road Construction. Therefore, potential bidders are invited to drill and blast Seng-Setala Rural Road for the financial year ending 31st March 2018.



Tender documents are available at Maseru District Council (Procurement unit) at a non-refundable fee of M1, 000.00 (0ne Thousand Maloti Only) during working hours (from 09:30 to 15:00 hrs.) from the 25th September 2017 in the Accounts office. Tender documents will be provided to the potential bidder upon provision of receipt from Accounts office by the District Council Procurement Unit.

Submission of 2% bid security of the bid price per lot payable to Maseru District Council. It has to be from the bank or institution recognized by Central Bank of Lesotho.

Successful bidder is expected to provide 10% performance guarantee before entering into a contract. It has to be from the bank or institution recognized by Central Bank of Lesotho.


Pre-tender meeting

Pre-tender meeting for this tender is compulsory and shall be held on the 19th October 2017 at 9:30 a.m. at Maseru District Council boardroom, Khubetsoana – Department of Rural Roads building.


Site visits and Pre-meeting

Site visit is compulsory. The date and time for the visit will be given during the pre-tender meeting. Site visit is at the Bidders expenses.



Bidders who do not comply with the following requirements will be disqualified:

Relevant and valid Trader’s License certified at source (Drilling & Blasting or Builder and Contractor)
Blasting license
Valid Tax Clearance Certificate certified at source
2% Bid security of the bid price per lot

Signed and stamped letter of Association/Joint venture agreement where applicable
Power of attorney will be needed in case of existing joint venture
Letter of intent will be required (only for companies which intend to form a Joint Venture)

The issue date for this tender is 25th September 2017, and the closing date is 6th November 2017. Original and three (3) hard copies of the tender responses are to be delivered to the Procurement Unit Maseru District Council’s Tender Box situated at the Department of Rural Roads (DRR) Building, Khubetsoana Main North 1, not later than 10:00 a.m. 6th November 2017. All tenders will be opened on the same day at 10:30 a.m.

Sealed envelopes written Technical Proposal and another one marked Financial Proposal must be in one sealed envelope bearing no identification of bidder must be marked; Drilling and Blasting at Seng – Setala Rural Road Construction – MDC/BLSTNG/1/2017/2018.

Tenders will be opened in the presence of bidders or representatives at 10:30 a.m on the same day at Maseru District Council’s boardroom.
