The Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID provides technical assistance to improve partner countries’ management of the health commodities supply chain and collaborate with key international stakeholders to support global health initiatives. The project is currently recruiting for an Accountant who will be responsible for assisting and supporting the Finance & Accounting Manager with the financial accounting operations of the GHSC-PSM field activities in Lesotho in compliance with USAID regulations, the contract signed between USAID and Chemonics, Chemonics’ policies and procedures, and local law.
The position will be based in Maseru and will report to the Finance and Accounting Manager. Responsibilities:
- Implement standard procedures to manage and monitor the financial resources of the project office, including ensuring that all payments comply with rules and regulations and are supported by adequate documentation.
- Prepare monthly payroll, payment vouchers, wire transfer requests, and locals packages and submit to the Finance & Accounting Manager for review and/or approval as required.
- Ensure that each invoice and payment request has proper authorization and coding before payment is made.
- Enter transactions into accounting system (ABACUS) on a daily basis.
- Reconcile all the bank accounts and field advance accounts on a monthly basis.
- Assist in audit compliance using principles of audit and performance.
- Support Finance &Accounting Manager to maintain current standing with all mandated tax authorities and registrations, including submission of payments and required reports e.g. VAT claims.
- Once checks have been signed, share proof of payments and manage their distribution and the filing of the documentation, ensuring that they are provided to the vendor/consultant/employee.
- Manage filing requirements for the accounting office, both hard copy and electronic, maintaining updated folders of accounting forms, letters, and templates on the office’s shared drive.
- Support the Finance & Accounting Manager as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress.
Qualifications:
- Bachelor’s degree in Accounting or related field required.
- Certified Accounting Technician or equivalent professional qualifications strongly
preferred. - Minimum of 2 (two) years of relevant professional accounting experience; USAID
experience strongly preferred. - Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) required.
